November, Oscar, Papa and Quebec: Signal Flags and Meanings
November denies, Oscar reports a person overboard, Dad calls in the port everyone on board and Quebec connects a health message with a request for free pratique. These four letter flags concern very different situations. Dad in particular requires a precise contextual indication, because port, fishing at sea and transmission as a sound signal have different meanings.

November and Oscar: Answer or Event
November consists of a chessboard with blue and white fields. As a single flag signal, N means no or a negation. The code also distinguishes transmission types: the single signal form N is intended for visual or sound transmission; NO is used in voice transmission. This rule is an example of the fact that a translation does not replace every procedural detail of the actual transmission.
Oscar is divided diagonally into yellow and red and means man overboard. The message thus names a concrete event. It does not specify how many people are affected, where the event took place or what help is already on the way. This limit is important for a factual explanation: the short signal text is clear, but not to be equated with a complete management report.
Dad: The place changes the message
Dad shows a white square in a blue field. In port, P means that all people should come on board because the ship is ready for exit. The traditional name Blue Peter has become known through this context. The message is aimed at the imminent departure of a particular ship and does not mean that the entire port will be closed.
At sea, fishing vessels are allowed to use papa with the meaning that their nets are stuck on an obstacle. In addition, P can mean a pilot request as sound signal. These cases must not be silently mixed up in port significance. A quiz question about Dad must therefore say whether she means the flag in port, the special fishing case or the use of sound mentioned in the signal book.
Quebec and the Limits of Shortened Notes
Quebec is one-colored yellow. The meaning Q is analogous: The ship is healthy and asks for free pratique, in the English signal text free pratique. It contains a statement and a request next to each other. Q should therefore not be translated merely as a quarantine flag. Such a reduction would obscure the affirmative health report and the nature of a requested permit.
Even November should not be understood unchecked as a building block for freely invented combinations. November and Charlie together form the designated emergency group NC; this is not a linguistic calculation of no and yes. In races, November again has a sporting significance for stopping races. For flag learning, image, single signal and fixed group therefore belong to different levels of the same collection.
Details Worth Remembering
Blue Peter is Papa
The traditional name refers to the flag P. Its port significance explains the reference to the beginning of a journey. The name thus denotes a concrete signal image and no additional flag next to the letters of the alphabet.
No simple quarantine formula
Quebec carries a positive health message and a request for free pratique. The yellow color alone is not a sufficient reason to attribute the opposite statement to the signal. It is precisely here that the complete sentence prevents widespread confusion.
A group has its own meaning
NC is a fixed emergency signal. The example shows particularly clearly on November that the separate single translations of a flag sequence do not automatically give the meaning of their combination. When reading, the code table takes precedence over a spontaneous word association.
